Sustainable Procurement

IIT (BHU) has rigorous and stringent purchasing rules. These rules derive from the GFR-2017(General Financial Rules) and are designed to not only protect public funds from unfair usages but to demonstrate fair usages to the public. To procure any kind of items or to award any kind of contract, few measures are followed such as formation of Purchase committees, Releasing of Open Tenders, and due diligences of Audit and Accounts Officers in their particular duties.

All requisite goods and services are being procured through Government e-Marketplace (GeM) by their registered users (buyers). Attention to be drawn that Faculty members may also get their registration on GeM as seller, if required.

Due diligence is taken to ensure that items available on GeM are indeed procured through GeM. If any Items costing to more than 2.5 Lakhs are not available on GeM then open tenders are invited through Central Public Procurement Portal (CPPP) and less than or equal to 2.5 Lakhs, as per the following three conditions.

  • Up to 25000 – Without quotation
  • 25000 – 50000 – Single quotation
  • 50000 – 2.5L – through purchase committee

In the process of e-procurement, use of CPPP and Institute website play an important role for wide publicity. All the tenders are floated online thereby ensuring wider reach, going paperless and awarding Tenders to the bidder after thorough Technical and Financial evaluation in accordance with GFR.
